San Coley was once a small town in the middle of no-where, a river running beside it, and nice scenery. The place to raise the kids, and you knew everyone in town by the first name. Then a company calling themselves 'The Demotes Group' came in and found the lovely town. Greed filled their hearts and minds, and they immediately set out to find a way to sap the money from the people. They came up with a plan that involved dogs. Operation Salvation. They claimed to be trying to breed out a kind of dog perfect for each kind of job. One for families, on for Police work, one for blind people.
They took in mongrels off the streets, putting them in with the head manager's pure bred, who then led the strays to believe that their salvation was at hand. No longer would they scrounge for food, get kicked at, spit at. A new era was at hand. Because of the hound's foul whisperings, the street dogs gladly went with the men, lead ing some workers to believe the company had drugged the dogs.
The Demotes Group then bought the townspeople out of their house and home and sent them packing. They had plans to build a metropolis, filled with condos and expensive hotels. But they needed an alibi, and money. Thus Operation Salvation.
Sure they bred dogs together, but only for media business. Basically, they would stick two in a room and wait for a bit. Unless press was around, they would stick dogs in cages, much like a pound, and give them food and water once a day. Many people with money thought that what the Demotes Group was doing was a good cause, and donated vast amounts of money. Little did they know, the money was used to build for the city, not the dogs. The men didn't care which dogs they put where, so there were often more litters than planned, and many deaths. The plant just grew and grew, with no one paying attention.
As the city buildings were being sold to business companies, one dog by the name of Bilovu got out. He then turned around and let all of the others out, causing a wave of canines, famished and parched, sweep over the city. So, technically, the dogs were there first. The canines were furious at being betrayed. They stormed the streets, raiding factories and half-filled stores. The city of San Coley was in an uproar.
Eventually, most of the dogs left, not wanting to be anywhere near the home of their rejected salvation. But some stayed, formed packs, and survived.
It has been almost a year since the Breakout, and San Coley is a booming city, filling the pockets of the Demotes Group. They fund a large dog-catching operation, wanting to destroy every shred of evidence, every dog that could make them lose their franchise. Most people thought it was only to clean up the mongrel infested streets, so they did not protest.
Now the mutts of San Coley, many either original members or offspring of Operation Salvation stay, to tell the others, the newcomers, to stay away. But the threat was enough to warn. Hopefully.
